Through the amendments introduced by Legislative Decree 97/2016 to Legislative Decree 33/2013, a new type of civic access right was established, known as generalized civic access. Under this provision, anyone has the right to access data and documents held by public administrations, beyond those required to be published under this decree, in compliance with the safeguards for legally protected public and private interests.
This section provides information on how to exercise both simple civic access and generalized civic access, also known as “FOIA access – Freedom of Information Act,” after the legislation governing the right to access public administration records in several countries worldwide.
Simple civic access and generalized civic access differ from the right of access to administrative documents regulated by Law 241/1990.
The right of access to documents is governed by Articles 22 et seq. of Law 241/1990 and concerns the possibility of accessing administrative documents for individuals who have a direct, concrete and current interest, corresponding to a legally protected situation and connected to the document for which access is requested.
The request for access to documents must be justified and addressed to the administration that created the document or that permanently holds it. Inspection of documents is free of charge. The issuance of copies is subject only to reimbursement of reproduction costs, without prejudice to current stamp duty regulations, as well as any search and review fees.
The request can be submitted by completing the appropriate form. This form, signed by the applicant and addressed to the Director General of the Università per Stranieri di Perugia, may be submitted:
- in person at the University’s Protocol Office (ground floor of Palazzo Gallenga, Piazza Fortebraccio 4, Perugia - opening hours Mon-Fri 9:00-13:00), which will stamp it as received and issue a receipt indicating the date of receipt
- by ordinary mail or registered mail with return receipt addressed to Università per Stranieri di Perugia, c.a. Direttore Generale, Palazzo Gallenga, Piazza Fortebraccio 4, 06123 Perugia
- electronically via certified email (PEC). The request, saved in PDF format and digitally signed, must be sent to the PEC address protocollo (at) pec.unistrapg.it

Civic access can be exercised free of charge, does not require justification, and the request should be sent to the Responsible for the Prevention of Corruption and Transparency at accesso.civico (at) unistrapg.it by completing the appropriate form. Upon receiving the request, the Responsible for the Prevention of Corruption and Transparency will verify the existence of the publication obligation and, if confirmed, will arrange for the publication of the documents or information requested in the Transparent Administration section of the University website within 30 days.
