Based on income and merit
To obtain a reduction in university tuition fees, the University must acquire the value of the ISEEU indicator from INPS, as calculated according to the procedures established by current Italian regulations.
Failure by the student to authorize the acquisition of the ISEEU pertaining to their family unit, as well as the absence of ISEEU data available at INPS, will result in assignment to the highest contribution bracket. The lack of authorization must be formalized and submitted to the Degree Program Student Office.
The ISEEU (Equivalent Economic Situation Indicator for University) is a tool used in Italy to assess a family's economic status. It is an indicator that considers income, assets (financial and real estate), and the composition of the household (size and type). The University does not provide any assistance in calculating the ISEEU.
Acquisition of the ISEEU from INPS is necessary in order to qualify for a reduction in university tuition if, upon subsequent verification, the student no longer meets the “full exemption” criteria. Failure to authorize data acquisition results in placement in the highest contribution bracket.
The declared financial situation is valid only for the academic year in which enrolment/registration is made or for the renewal of enrolment in subsequent years of a Bachelor's or Master's Degree Program.
Except in cases where the ISEEU value is not required for the determination of the applicable tuition fee, pursuant to Legislative Decree 68/2012 art. 10 and INPS Circular 73/2015, the University will verify directly with INPS the presence of a recent DSU (Single Self-Declaration) and the corresponding ISEEU. Failure to locate data at INPS will result in assignment to the highest contribution bracket.
The student’s economic bracket—and consequently their tuition fee—will be established based on the ISEEU value, and will also take into account their current student status (regular/enrolled on time or not on time/extended enrollment).

For students enrolling for the academic year 2026-2027, merit-based exemptions are not available.
For students enrolled in years beyond the first, merit is assessed based on two criteria: the average grade achieved and the number of credits earned.
The average grade is calculated as the mean of all examination grades obtained by each regularly enrolled student from initial enrolment/admission to the first year up to October 31, 2026.
The number of credits earned includes all academic credits required by the statutory study plan from initial enrolment/admission to the first year up to October 31, 2026.
Credits and grades for eligibility tests, exams not graded on a scale of thirty, validated exams, and exempted subjects are excluded from the calculation of both the average grade and the number of credits earned.
Merit assessment
The partial merit-based reduction (Euro 100.00) applies to the amount of the fifth tuition installment, provided that the installment equals or exceeds the reduction. If the fifth installment is less than the reduction amount, only the available amount will be discounted and no refunds for any outstanding balance will be issued.
This reduction is granted to students who, with an average grade of 27/30 or higher, have earned all credits for compulsory courses—including elective modules—required by their statutory study plan from initial enrolment/admission to the first year up to October 31, 2026.

Students who carry out documented employment in Italy are granted, subject to verification by the University, a reduction of €100.00 from the total tuition fees due. This reduction is applied to the amount of the third installment of university tuition fees, provided that such amount is equal to or greater than the reduction itself. If the third installment is less than the reduction, only the available amount will be deducted and no reimbursement will be made for any remaining difference.
The request for partial exemption for work must be submitted by 31 October 2026 and the employment must be properly documented. Late applications are only permitted if submitted simultaneously with a late registration and, in any case, only for serious and justified reasons.

Partial Exemptions for Students with Family Members Enrolled at the University
Students who have a sibling or parent already enrolled or registered in courses at the University, who are part of the same household and share the same official residence, are granted a 20% reduction on the tuition fee amount established for their relevant fee band.

Partial Exemptions for Students Advancing from Bachelor to Master’s Degree
Students who obtain a bachelor's degree, or equivalent qualifying degree for admission to a master's programme, at any Italian university with a final mark of at least 110/110, are eligible for a 20% reduction on the tuition fee amount established for their relevant fee band, applicable only for the first year of enrolment in the master's degree programme.

Partial Exemptions from University Tuition Fees for Students under Agreements, University Staff, and Students Awaiting Thesis Defense Only
For further information regarding partial exemptions and payment procedures, please refer to the Academic Regulations, Part II, Article 4.
Upon request and subject to the University’s evaluation, exemptions from the payment of enrolment fees and university contributions for participation in Bachelor’s and Master’s degree courses may be granted to:
- international students who are recipients of MAECI scholarships (upon submission of documentation evidencing the award of the scholarship)
- students with a disability equal to or greater than 66%, upon submission of a specific self-certification to be provided at the time of enrolment, in which applicants declare their degree of disability
- students holding certification pursuant to Law 104/02, regardless of financial status or academic merit
- parents for the year of birth of each child, upon self-certification
- students meeting the eligibility criteria for A.Di.S.U. (Agenzia per il Diritto allo Studio Universitario dell’Umbria) scholarships
Students referred to in points 1), 2), 3), and 4), if their request is accepted, are required to pay an amount of Euro 140.00 for the Regional Tax for the Right to University Education and the virtual stamp duty of Euro 16.00, and to submit the required documentation to the Degree Programmes and Teaching Secretariat.

Regarding the reimbursement of undue payments, please note the following:
- Payments made for enrolment or registration in the first year of a programme, as well as enrolment for subsequent years—even if paid in instalments—are not refundable, as payment of the first instalment of fees constitutes a clear indication of the student’s intention to continue their studies. Consequently, the first instalment and any subsequent instalments already paid are non-refundable.
- Students who conditionally enroll in a master's degree programme for the academic year 2026-2027 pending completion of their first level degree by the February 2028 graduation session are not entitled to a refund for amounts paid if the degree is not obtained by said session. For students enrolled at the Università per Stranieri di Perugia, the sum paid may, however, be considered towards renewal of enrolment in a bachelor’s degree programme.
- In the case of part-time enrolment, students are not entitled to refunds for amounts already paid if they have not acquired all the credits (CFU) they had committed to achieve over one or more years.
- In the event of overpayments or payments not owed by students, such amounts—upon explicit request from the student—may be considered as advance payments towards fees due for the following academic year only.
- For possible reimbursement of the regional university student support fee, students who meet the exemption requirements under current regulations must contact A.Di.S.U. (Agenzia per il Diritto allo Studio Universitario per l'Umbria).
