The organizational model

The University Administration is managed as a whole by the General Director, who is responsible for the overall management and organization of technical and administrative staff.

In this role, the General Director is supported by a Level II Executive who serves as Deputy General Director, as well as having operational delegation over some Areas of the Central Administration identified in the appointment document; the executive also substitutes the General Director in all cases of their absence or impediment.

The administrative structures of the University for Foreigners of Perugia are organized within the Central Administration and at the Departments and autonomous Centers of the University.

Specifically:

  • the Central Administration is headed by the General Director;
  • the Departments and autonomous Centers are directed by the Department or Center Director, to whom the administrative structures supporting the teaching, scientific, and organizational activities report functionally.

Within the Central Administration, the administrative organization is structured into Areas, Services, and Mission Units. Specifically:

  • The Areas are the structures with the highest degree of complexity, responsibility, and managerial autonomy. In compliance with and within the limits of the contractually assigned functions to technical-administrative staff, Areas are generally directed by personnel from the High Professionalism Area (EP) and represent the first level of responsibility with reference to General Management, which encompasses executive-level responsibilities. Area Heads have professional responsibility for their specific areas and managerial responsibility for the resources assigned to them. These roles require coordination, relational, control, and problem-solving skills.
  • Services may report directly to the General Director or represent subdivisions of Areas. The level of complexity, responsibility, and autonomy may vary depending on the type of activity carried out, which may require the relevant functions to be performed by staff from the Functionaries Area or the EP Area. The functional and hierarchical reference for Services that report directly is the General Director, except the Rector’s Office Service, which functionally reports to the Rector and hierarchically to the General Director. For Services within the Areas, the direct hierarchical reference is the Area manager. Service managers have both professional and managerial responsibility for the resources assigned.

    Services are divided into two types:

  • Services of a primarily professional nature, which require particular specializations in administrative and technical fields and do not necessarily include human resource management;
  • Services of a primarily managerial nature, which involve coordination of a set of resources, including human resources.
  • Mission Units (hereinafter M.U.) are structures whose responsibility may be assigned to employees in the Functionaries Area or the EP Area. They are set up to oversee specific projects of significant importance for the University and are mainly tasked with ensuring the correct and timely achievement of project objectives. These are temporary structures activated by a specific organizational act and deactivated as soon as the project activities are completed. The functional and hierarchical reference for the M.U. is the General Director.

The administrative secretariats of the Departments and Centers are tasked with managing the teaching, scientific, and organizational activities carried out in the Departments and Centers. Responsibility for the administrative secretariats is assigned to staff in the Functionaries Area or the EP Area, who operate within the scope outlined for their area. Secretaries report functionally to the Department or Center Director and hierarchically to the General Director.

In addition to the structures mentioned above, it is possible:

  • to assign staff from the Collaborators Area and the Operators Area tasks that, while falling within the functions of their area, entail the assumption of specific responsibilities for which a special responsibility allowance is recognized, based on the complexity of the tasks assigned, the specialization required for their performance, and the innovative characteristics of the required professionalism, pursuant to Art. 117 of the CCNL 18.01.2024;
  • to launch and implement University projects involving, in a cross-functional way, several staff members belonging to different structures based on their competences. Project responsibility is assigned by the General Director to technical-administrative personnel from different areas who have the necessary skills to carry out the respective projects.
