The University for Foreigners of Perugia considers the quality of its educational offer, research, and third mission activities a continuous commitment.
The Quality Assurance (QA) system aims to ensure that study programs, departments, and the University as a whole operate transparently, consistently with the institutional mission, and are oriented towards continuous improvement.
The University's QA system is developed in line with:
- the ESG 2015 – Standards and Guidelines for Quality Assurance in the European Higher Education Area
- the AVA 3 model (Self-assessment, Evaluation, Accreditation) defined by ANVUR for the Italian university system

- If you are a student, quality concerns the clarity of educational objectives, the organization of courses, transparency of information, support services, and opportunities to participate in the University's decision-making.
- If you are a professor or a researcher, quality means having clear processes to design and update study programs, valuing research results, reporting activities, and participating in strategic decisions.
- If you are an external partner (institutions, businesses, associations), quality allows you to recognize the University as a reliable partner, with transparent procedures and verifiable results.
The University’s QA system is based on the continuous improvement cycle PDCA (Plan–Do–Check–Act):
- presentation of the strategic guidelines of the University and its Departments
- definition of the educational objectives of degree and doctoral programs, of the expected learning outcomes, and of graduate profiles
- planning of research activities and third mission initiatives
- implementation of study courses (teaching, tutoring, student services)
- carrying out research and third mission activities, in line with defined objectives
- ordinary management of academic and administrative processes
- analysis of quantitative and qualitative data (enrollments, careers, success rates, employment outcomes)
- results of evaluation questionnaires completed by students and doctoral candidates
- preparation of Review Reports and Annual Monitoring Forms for study programs, and monitoring documents for the doctoral program
- internal and external evaluation (Evaluation Unit, ANVUR)
- definition and implementation of corrective and improvement actions in study programs, departments, and services
- periodic updating of SUA, regulations, and procedures
- revision of University strategies in light of the collected evidence

The QA system involves multiple levels and actors, each with defined responsibilities.
Governing bodies of the University
The governing bodies (Rector, Academic Senate, Board of Administration) define:
- the University strategy
- the general objectives for teaching, research and the third mission
- the framework of resources and regulations that supports the QA system
The Quality Assurance Office:
- coordinates and supports the implementation of QA processes in degree programs, departments, and University structures
- promotes the culture of quality, training on self-assessment tools, and alignment with AVA 3 and ESG standards
- prepares guidelines and operational instructions in coordination with the Governing Bodies, the Evaluation Unit, and the relevant structures
The Evaluation Unit performs internal evaluation functions:
- it examines the operation of the QA system and decision-making processes
- it assesses the results achieved against the objectives
- it prepares periodic reports intended for the University and external bodies (MUR, ANVUR)
The CPDS (LILAIM, SUSI):
- monitor the quality of teaching from a joint perspective of teachers and students
- analyze students, services, methods of delivery and assessment of teaching, coherence between objectives and results
- prepare annual reports addressed to the Governing Bodies, PQ, Departments and Study Courses, containing reasoned assessments and proposals for improvement
The Departments (LILAIM, SUSI), through the structures identified within them:
- implement the QA system at the local level
- coordinate the activities of the degree programs
- are responsible for completing and updating the SUA-RD and SUA-TM forms
Degree programs are at the heart of the teaching QA system. In particular:
- they define in the SUA-CdS the educational objectives, learning outcomes, and exit profiles
- they organize the teaching offer and support services
- they analyze the results (student career data, employment outcomes, student questionnaires, ANVUR indicators)
- they prepare the Annual Monitoring Sheets (SMA) and the Self-Assessment Reports
PhD programs:
- define the educational and scientific plan of the doctoral program, the research lines, and the desired graduate profiles
- establish transparent admission criteria consistent with the course objectives and organize training activities
- periodically monitor the progress of doctoral students (project advancement, publications, participation in conferences, mobility), in accordance with University guidelines and AVA 3
For teaching, the QA system takes the following forms:
- definition of educational objectives in line with the University’s mission and the educational needs of students
- completion and updating of the SUA-CdS, which gathers information on objectives, course structure, career opportunities, and services
- regular management of teaching activities
- monitoring through student questionnaires, career indicators, graduation outcomes
- preparation of SMA and data analysis
- regular preparation of Cyclical Review Reports, identifying strengths, issues, and improvement actions
- coordination with comments from the CPDS and the Evaluation Committee
For research, the QA system provides for:
- the definition of research objectives at the University and Department level
- the completion and updating of the SUA-RD, which describes the research lines, resources, and results
- monitoring through indicators (scientific production, projects, international collaborations, PhDs)
- the periodic review of objectives and strategies in light of the results achieved and external evaluations
For the third mission, the University:
- describes the activities in the SUA-TM, highlighting outreach initiatives, knowledge transfer, cooperation, and cultural and social enhancement
- monitors local participation, the impact on communities, and the results achieved
- uses this evidence to guide future activities and strengthen ties with stakeholders
- carefully fill out the questionnaires
- participate in representative bodies and CPDS
- report needs and suggestions through official channels (board of representatives, educational structures)
- contribute to the design and review of study programs
- participate in monitoring, review activities, and quality training initiatives
- propose improvement actions in Departments and Study Programs
- collaborate in the design and updating of the educational offer
- participate in third mission initiatives and knowledge transfer
- contribute to the assessment of the impact of the University’s activities on the local area
