International mobility with University funds for study purposes

Students who are regularly enrolled in undergraduate and master's degree programs can undertake study mobility experiences in countries that do not participate in the Erasmus Program, thanks to specific agreements and collaboration protocols established with universities around the world (U.S.A., China, Japan, etc.).

Mobility, supported by specific funds allocated annually by the University, is recognized within the student's own course of study.

Eligibility requirements, application procedures, educational opportunities, and available funding are specified in an international mobility call for applications published every year between February and March.

 

International mobility for study purposes: who, where, how, and when

 Access to mobility programs requires enrollment—for the academic year of reference for the mobility period—in the following study cycles at the University for Foreigners:

  • Bachelor's degree course
  • Master's degree course
  • Doctoral program
  • Master

Each international university sets language requirements that incoming students must meet to undertake a mobility program. Therefore, you must verify (on the host university's website or by contacting their mobility coordinator):

  • which is the language of instruction used at the host university
  • what is the minimum required level
  • whether you are required to provide an official certificate or any other proof or evidence of language proficiency

 

The activities you will be able to carry out while abroad must be strictly connected to the learning objectives of your course of study. Within these limits, and in strict accordance with what is set out in your Learning Agreement, during the international mobility period for study purposes at the host University you will be able to:

  • attend courses and take the exams and assessments required by the study plan of the host University
  • carry out activities aimed at writing your thesis
  • carry out research activities related to writing your doctoral dissertation
  • undertake a continuous combined mobility involving the activities listed above

Given the importance of undertaking a high-quality international mobility period aimed at carrying out activities at the host University, during the mobility period you will not be allowed, on pain of annulment of your mobility and consequent refund of the mobility grant:

  • to attend courses or take exams at the University for Foreigners of Perugia
  • to graduate at the University for Foreigners of Perugia

The countries where you can carry out a mobility period and the specific destination universities are specifically indicated in each Selection Call or Notice and in the related ProErasmus application. It is not possible to undertake mobility in different countries or at other destinations.

A support grant is usually assigned along with a mobility flow. The amount of this grant is subject to a large number of variables (including: travel distance, destination country, mode of transport, circumstances of fewer opportunities), and it generally consists of the sum:

  • of a main contribution from University funds
  • of further contributions from Ministry of University funds
  • of further contributions from the Umbria Agency for the Right to University Study funds

A more precise calculation of the contributions can be found in the Mobility Selection Calls, but even there it is not possible to determine the amount of some contributions whose funds only become available after the approval of the Call.

For a general overview, it will be useful for you to know the following about the main contribution:

  • as a rule, the contribution is paid to you upon your arrival at your destination, and settled upon your return
  • the amounts may range:
    • for travel, from a minimum of €300.00 to a maximum of €1,100.00
    • for stay, from a minimum of €400.00 to a maximum of €650.00 per month

The mobility usually takes place:

  • in the academic year following the publication of the selection notice
  • in accordance with the academic calendar of the host university
  • between June 1, 2026, and September 30 of the following year.

 

What needs to be done to activate a mobility?

In order to assign mobility grants, a selection process is required. To this end:

  • the University for Foreigners of Perugia publishes a Selection Notice, in which interested parties are invited to submit their application by a specified deadline through the ProErasmus application;
  • a committee evaluates the applications and draws up a merit ranking;
  • the Rector assigns the requested destinations, together with the related grants, until available funds are exhausted.

Only if the assignments are lower than the available funds, the University for Foreigners normally issues a Supplementary Notice, which prioritizes the order in which suitable applications are submitted, leading to the immediate assignment of the mobility flow and the related grant, within the limits of available funds.

The first thing to do is to identify your mobility destination among those offered by the University. This is something that should be done well in advance of the application deadline specified in the Call for Applications, and you can even start this process before the Call is published.

In doing so, you should pay great attention to verifying:

  • that you meet the language requirements set by the chosen University
  • that your university academic status matches the requirements of the host University
  • that the host University’s educational offer is consistent with the learning objectives of your own program, so that you are able to actually choose suitable activities

The necessary information is:

  • usually available on the websites of international universities, in the section dedicated to Erasmus+ incoming mobility
  • otherwise obtainable by corresponding with the Erasmus coordinators of the international University, whose contact details can usually be found in the ProErasmus application, or on the international University’s website

 

Before participating in the selection process, you must have already finalized your training proposal. In fact, a separate training proposal is required for each mobility destination you are interested in.

To compose your training proposal you must use the ProErasmus application, which will ask you to enter the following mandatory information in successive steps:

  • the motivations, related to your educational path, that lead you to choose that destination
  • the language skills you possess compared to those required by the chosen University
  • in which semester you wish to carry out the mobility
  • for how many months (or days, in the case of short mobilities) you want to carry out the mobility
  • the list of learning activities you intend to undertake at the chosen University, indicating the corresponding credits
  • the hyperlink – URL – to the web pages of the chosen University where the descriptions of the educational offer and other elements useful for evaluating the proposed training plan can be found

Your training proposal will be examined by your mobility tutor, who – in compliance with the deadlines indicated in the Call – can:

  1. approve it, allowing you to proceed with submitting your application for that specific destination
  2. request modifications
  3. reject it with a reason; in this case, you may prepare a new one if you wish

Remember that for each destination, a separate training proposal validated by your tutor is required.

You can submit an application for a Call or a Mobility Notice through the ProErasmus platform, which you can access using your university institutional credentials.

When you are in the dedicated area of ProErasmus:

  • you will be able to refine one or more of the training proposals approved by your tutor, authorizing the submission of your application;
  • you will receive an email confirming the successful completion of the process;
  • finally, you will receive an email once the selection process has concluded, to inform you of the outcome.

What should I do after the mobility assignment?

The Erasmus and international mobility office will, immediately after your mobility assignment, notify the host university (so-called "nomination"). In this way, the university where you will carry out your mobility will be informed of all the relevant details (your personal data, the mobility period, etc.).

At this point:

  • the more organized universities will promptly send you an email with instructions to help you decide whether to accept the mobility (the so-called "application" procedure), which usually requires an application form, proof of identity, and other paperwork. However, the most important part of the application is the Learning Agreement, which we will discuss in the next section.
  • however, you might not receive any communication. In this case, you will need to contact the host university yourself to find out about the "application" procedure.

The usual outcome of the application procedure is obtaining an acceptance letter. However, it may happen that due to incomplete documentation, failure to meet deadlines, or simply unforeseen difficulties at the host university, the application procedure has a negative outcome. If this occurs through no fault of your own, you will be entitled to access a new destination, but only if you have already proposed one and it has been validated by the committee.

 

After you have been assigned a mobility, you must ensure that your training project is shared and accepted by the host university through the completion of a Learning Agreement, which defines the study plan to be followed abroad, guaranteeing recognition of the credits (ECTS) earned.

To do this, you must:

  1. Check again that the course offerings of the university you have chosen still correspond to the activities you indicated in your validated training project. If there have been changes, you can adjust the Learning Agreement as necessary, remaining faithful to the original project;
  2. Download and fill out the paper form which will be provided to you by ProErasmus;
  3. Then upload the completed form to ProErasmus, authorizing its submission to your mobility tutor and to the Rector's delegate for the Erasmus+ program and international mobility;
  4. Wait to receive the evaluation result of the document by email, which, if positive, will allow you to sign your approved Learning Agreement proposal and send it to the host university so it can be signed by the responsible person and sent back to the Erasmus and International Mobility Service at erasmus@unistrapg.it

The Learning Agreement is the most important element of the acceptance procedure at the university that will host you, but its signature does not replace the acceptance letter, which remains the essential element for you to proceed with signing the financial agreement with the University for Foreigners of Perugia in order to receive the mobility grant.

Learning Agreement before the mobility

Once the Learning Agreement has been finalized and you have received the acceptance confirmation from the host University, you must proceed through the ProErasmus application to sign - necessarily before the start of the mobility period - the financial mobility agreement, which defines the rights and duties of the parties.

You will therefore need to:

  1. access the dedicated function in ProErasmus (Phase D "Mobility Management" -> Function C "financial agreement") to initiate the creation of the agreement;
  2. enter the information required of you in the guided procedure (mobility dates, type of travel, and banking details) and proceed to submit this to the Erasmus and International Mobility Service;
  3. wait for an email notification confirming the validation of the agreement by the Erasmus and International Mobility Service;
  4. download, sign, and upload the signed agreement through the procedure, then send it to the legal representative of the University for their signature;
  5. wait for an email notification confirming the completion of the financial agreement process.

Once your Learning Agreement and financial agreement have been finalized, it is in your interest to proceed as soon as possible to:

  • check the services related to healthcare assistance abroad, taking out insurance where necessary
  • check the entry and registration procedures in the host country (e.g. entry visa for non-EU students)
  • search for accommodation (possibly using the services offered by the host University)
  • purchase your travel ticket

Please note that usually each university organizes a welcome and orientation event for international students at the beginning of the semester. Therefore, make sure your arrival at your destination is in time to attend this or any other event communicated to you by the host University.

How should I manage the mobility period?

Upon arrival at the host University, you must immediately introduce yourself for a first meeting with the contacts of the Host Institution (usually at the International Relations Office) to obtain the Certificate of Arrival and Registration.

The date on the certificate will be used to calculate the scholarship you will receive. For this purpose, you must promptly send a scan of the certificate by email to erasmus@unistrapg.it.

It may happen that during your mobility, for various reasons, you feel it necessary to make changes to your Learning Agreement. This is possible only within the first 30 days from the start date of your mobility.

To do this, you must:

  • make informal contact with your mobility tutor, as well as with the Erasmus contact person at the host university, to ensure the appropriateness of your initiative
  • download the paper form available in ProErasmus and downloadable at the bottom of the page (so-called "Learning Agreement during the mobility")
  • fill out the form, sign it, scan it and upload it to ProErasmus using the dedicated function, authorizing its submission to your mobility tutor and the Rector's delegate for the Erasmus+ program and international mobility
  • wait to receive the outcome of the document evaluation by email, which, if positive, will allow you to sign your approved Learning Agreement During the Mobility proposal and send it to the destination university so that it can be signed by the appropriate authority and sent back to the Erasmus and international mobility office at erasmus@unistrapg.it

Learning Agreement During the Mobility

The extension must be requested at least 30 days before the originally scheduled end date. In the case of a second extension only, the advance notice is reduced to 15 days.

To do this you will need to:

  • make informal contact with your mobility tutor as well as with the Erasmus coordinator at the host university, to make sure that your initiative is appropriate
  • download the paper form available in ProErasmus and downloadable at the bottom of the page (“extension request”)
    fill in the form, sign it, scan it and upload it to ProErasmus using the dedicated function, authorizing its submission to your mobility tutor and to the Rector's delegate for the Erasmus+ program and international mobility
  • wait to be notified by email of the outcome of the document assessment, which, if positive, will allow you to sign your approved Learning Agreement During the Mobility proposal and send it to the host university so that it can be signed by the relevant person and resent to the Erasmus and international mobility service at erasmus@unistrapg.it

Extension request

At the end of your mobility period, you will need to:

  • request and obtain the Final Mobility Certificate before your departure. Without this certificate, your mobility period cannot be recognized as valid and you will have to return any funds received. This document:
    • must be signed and preferably stamped by the mobility coordinator of the host institution
    • must indicate the actual start and end dates of your mobility period
  • request and obtain before your departure the Transcript of Records. This is the document in which the university that hosted you certifies the activities you completed during your mobility. Without this certificate, the activities you carried out will not be recognized

These documents must be uploaded to the ProErasmus application, in the section dedicated to the management and reporting of mobility (Function D).

Only if the host university is not able to provide you with the required documents in paper format before your departure, may you acquire them later, also by sending them directly by email to the Erasmus and International Mobility Service of the University for Foreigners of Perugia, at the email address erasmus@unistrapg.it.

Final Mobility Certificate

The Transcript of Records issued by the host University is the prerequisite for proceeding with the request for validation of the activities carried out during mobility. To this end, you must:

  • download, fill out, sign, and send the form below via e-mail to erasmus@unistrapg.it. The form will be submitted for evaluation to the Rector's delegate for the Erasmus+ program and international mobility
  • wait for the communication regarding the outcome of the evaluation carried out by the delegate, after which—if positive—the validated activities will be recorded in your student record

Useful information and links

Each Department designates a faculty member for each Course as the “mobility tutor,” who is responsible for:

  • coordinating the mobility program activities within their respective Course
  • providing guidance on the academic and training offerings of the host institutions
  • assisting in the preparation of the academic or training activity plan to be carried out at the host institution

List of mobility tutors

Normally, the Erasmus and International Mobility Service staff, in collaboration with the rector’s delegate for mobility, organizes:

  1. a seminar dedicated to presenting the Mobility Call for Applications
  2. an Orientation Seminar, dedicated to the recipients of international mobility flows, during which all the steps to correctly complete the application procedures and approve the Learning Agreement are explained
  3. a Pre-departure Orientation Seminar (check), during which all the steps to correctly organize and manage the procedures related to mobility and the use of the relevant forms are explained

The date of the seminars is communicated to students via email.
