The 1st and 2nd years of the inter-university Master’s degree in “Management and Italian Food Culture” (Class LM-76) between the University of Perugia and the University for Foreigners of Perugia will also be active.

The University Educational Credits (CFU) for educational activities autonomously chosen by the student can be obtained by:
- taking exams offered in other bachelor's or master's degree programs of the same level at the University
- taking exams belonging to a curriculum other than the chosen one;
- participating in alternative activities, including seminars or workshops, for which the Departments award educational credits (CFU)
- requesting the accreditation of previous educational activities, in accordance with the criteria and procedures outlined in the Guidelines for CFU recognition and through the procedures indicated on the "CFU Recognition" page of the University website
It is not possible to include:
- individual modules that are part of an integrated exam
- courses deemed inconsistent with the content and educational objectives of the program chosen by the student
- courses that clearly repeat an educational activity already present in the study plan
The selected courses must be entered at the time of uploading the study plan online through the Esse3web reserved area, starting from August 1, 2025 and no later than February 28, 2026. The choice made can be changed at the beginning of the following academic year.

Admission Requirements
Bachelor’s Degree Courses (First Cycle)
- possession of a secondary school diploma or another qualification obtained abroad recognized as valid
- possession of adequate personal preparation, which will be verified through procedures defined in the course teaching regulations
Master’s Degree Courses (Second Cycle)
- possession of a bachelor’s degree or three-year university diploma or another qualification obtained abroad recognized as valid
- possession of a sufficient number of credits (CFU) in specific Scientific-Disciplinary Sectors (SSD), which must be evaluated in advance by the Registrar’s Office by sending a copy of the qualification obtained with a transcript of exams taken
- possession of adequate personal preparation, which will be verified through procedures defined in the course teaching regulations
Registration Procedures
Enrolment in courses is carried out exclusively online by accessing the reserved Esse3web area.
The data entered, for which students are responsible for their truthfulness, will be processed for the institution’s purposes and for any employment-related reasons.
The information on the processing of personal data is available online.
At the end of the enrolment process, students must print and sign the registration application form, to be submitted to the Registrar’s Office, and pay university fees exclusively through the Pago PA system.
Documentation to be submitted to the Registrar’s Office
- registration application form
- two identical passport-sized photographs
- photocopy of a valid identification document
- documentation for any exemption from fee payment (see Part II of this Manifesto)
- qualification obtained abroad (declaration of value)
- copy of a valid residence permit for non-EU students residing in Italy or Decree granting international protection status together with the application for a residence permit
The documentation can also be sent by registered mail, by certified email to protocollo@pec.unistrapg.it, or delivered by proxy.
The enrollment of international students is governed by provisions of the Ministry of University and Research (MUR) published on the website www.studiare-in-italia.it/studentistranieri/
Students must access the UNIVERSITALY portal, in the "International Students" section, select "Register now" and:
- complete the "pre-enrollment application"
- indicate only one course of study from the database available within the pre-enrollment application
The subsequent phases of pre-enrollment will be finalized at the competent Italian Diplomatic-Consular offices in the country of last residence in order to obtain the relevant visa.
For international students, enrollment in the chosen course is considered finalized after:
- verification of the authenticity of the submitted documentation and possession of the required prerequisites
- completion of entrance tests/interviews
- payment of the university fee
For non-EU students residing abroad, there is also an online Italian language proficiency test, level B2 of the CEFR, unless they already possess the relevant certification; only afterward can students obtain the letter of eligibility for enrollment.
Enrollment for years following the first is done through the Esse3web service.
Documents to be submitted to the office
- documentation proving you meet the requirements for any possible tuition fee exemption (see part II of this Study Guide)
- for non-EU students, a copy of a valid residence permit
For student fees (amounts to be paid, deadlines, exemptions, etc.), please refer to the second part of the Study Guide.
For the types of individual courses offered, reference should be made to the second part of the Manifesto for contributions and payment methods for enrollment.
The acceptance of applications is subject to meeting the necessary educational requirements needed for University admission.
It is not allowed to enroll in individual modules of integrated courses and take a partial exam.
The distribution of courses in the two semesters can be found in the calendar.
Enrollment in individual courses must be done online through the Esse3web website; students must then inform the Registrar’s Office of their chosen exams and submit to the same office:
- a completed application form for enrollment in individual courses, downloadable from the "Forms" page on this site
- a photocopy of a valid identity document
- for non-EU citizens, regardless of residence, a copy of a valid residence permit or a decree granting international protection status together with the residence permit application
Students are required to pay the enrollment fee for the courses they intend to attend through the PagoPA system (see second part of the Manifesto).
Enrollment in individual courses by non-EU foreign citizens residing abroad is governed by specific provisions of the Ministry of University and Research (MUR), which can be consulted on the website: www.studiare-in-italia.it/studentistranieri/
It can be requested within the same course, as long as it is active, within the first year of enrollment in the master's degree program and within the second year of enrollment in the bachelor's degree program.
It can be requested only once and within the first year of enrollment using the form available on the "Forms" page of this site, after payment of the relevant university fees (see the second part of the Student Guide) and in compliance with the regulations governing the target course.
The following documents must be submitted:
- application to transfer to another degree program
- request for recognition of exams, if already taken in the previous course, which the student will submit for approval to the appropriate university offices
Transfer to another course is not allowed in the following cases:
- students enrolled in years after the first for master’s degree programs
- students enrolled in years after the second for bachelor's degree programs
- students who are not within the regular course duration
Transfers to another university can be carried out by October 31, 2025.
Students must be up to date with the payment of fees for the previous academic year and submit their application (using the form downloadable from the "forms" page of this site).
For details about the procedure and the amount to be paid in case of transfer, please refer to the second part of the Manifesto.
Once the transfer application has been submitted, students will not be able to take any exams.
The conclusion of the administrative transfer procedure will be communicated in writing to the concerned students and, for information, to the destination University.
Students are required to go to the Student Office of the destination University beforehand to inquire about the possibility of obtaining a transfer.
Transferred students cannot return to the University for Foreigners until one year has passed since the submission of the application, except in cases of particular severity which will be assessed by the relevant University offices.
Transfers from another university can only be made during the period from August 1, 2025 to February 28, 2026.
Students must first go to the Student Office of their current university to request clearance; the application will only be finalized after checks by the degree courses office of this University.
Any application for exam validation will be assessed by the relevant departments.
Studies are interrupted when the student does not renew their enrollment for at least one academic year.
Suspension is a formal request submitted by students in the case of:
- completing civil service during the same academic year
- serious personal or family reasons
Suspension can be granted only once and for no more years than those remaining to reach the legal duration of the study program.
It is not granted in the case of:
- enrollment in study programs that are being discontinued
- students who are behind schedule (fuori corso)
- international students holding a residence permit for study purposes
- periods shorter than one academic year
In the case of interruption and suspension, students may not carry out any academic career activities.
To resume studies, a specific application must be submitted (using the form downloadable from the "forms" page of this website), which will be evaluated by the Degree Program Administration Office.
Rejoining requires payment of a fee (see the second part of the Student Handbook).
Students may interrupt their studies at any time by submitting a request to withdraw from their studies (using the form available on the "forms" page of this website).
In case of withdrawal, no further university career actions may be taken and any fees already paid will not be refunded.
For study programs established before the university reform under Ministerial Decree 509/99, a student is considered to have lost their university student status if, although regularly enrolled as an out-of-course student, they have not passed any exams for eight consecutive years.
For study programs established under Ministerial Decrees 509/1999 and 270/2004, a student is considered to have lost their university student status if they have not passed a single complete exam for a number of years equal to twice the legal duration of the program.
Furthermore, student status is lost if university fees are not paid for more than three consecutive academic years.
This status loss is interrupted if a student requests and obtains a transfer to another undergraduate or graduate program within the University.
This loss of status does not affect those who have passed all the required exams in their program and only owe the final degree exam.
In the year the thesis is discussed, students must be up to date with the payment of the registration fee, and if any payments are missing from previous years, the required reunification fee will also need to be paid.
Within the stated deadlines (extensions are not allowed) specified for each thesis session (see graduation session calendar), students must submit their thesis discussion request online by accessing Esse3web.
For information about the relevant fee, refer to the second part of the Handbook.
When submitting the thesis application, students must be up to date with the payment of all required fees and dues.
The request for thesis discussion is accepted provisionally by the Registrar's Office, which will verify compliance with the required criteria.
Before the graduation session date, students must have earned all the credits (CFU) required by their curriculum.
Each student is responsible for periodically checking the credits (CFU) they have earned.
If, upon review by the Registrar's Office, it is found that required credits (CFU) have not been earned, the student will not be able to discuss their thesis.
If the discussion is postponed to sessions in subsequent academic years, students must submit a new request for thesis discussion and pay an additional fee (see the second part of the Handbook).
For the thesis discussion session in case of reinstatement, refer to the second part of the Handbook.
Any changes decided by the university authorities will be communicated on this website.
The final degree certificate in paper format (parchment) will be issued after the thesis defense date.
In case of loss, destruction, or theft of the original diploma, upon request of the holder, a duplicate will be issued following submission of a self-declaration stating the loss/destruction/theft/deterioration of the parchment and payment of a fee (see the second part of the Manifesto).
The new document will bear a statement indicating that it is a duplicate of the original diploma.
If the replacement is due to deterioration of the original certificate, the latter must be returned to the Registrar’s Office.
Students who are not covered by specific agreements signed by the University with other institutions and who carry out documented work activity in Italy are offered the following opportunities:
- inclusion in the category of working students starting from enrollment
- assessment of any previous university career with recognition of exams already passed
- recognition of previous documented professional training or work experience carried out at public or private institutions, provided it is consistent with the content and educational objectives of the bachelor’s/ master’s degree program enrolled in. The request must be submitted to the University’s Orientation Service. Such recognition determines the awarding of the credits (CFU) related to internships/traineeships
- the same number of exam sessions and on the same dates as scheduled for full-time, on-campus students who do not work, with the possible option to take the exam at the beginning of the session to reduce waiting times, subject to agreement with the course professor
Working students may declare their intention to be included in this category during enrollment and registration renewal, attaching documentation proving this status, which will be assessed by the Registrar’s Office.
The same rules and procedures set out in the Academic Regulations for full-time students apply, including the possibility of partial fee exemptions based on income according to the ISEEU (see second part of the Regulations).
Working students are granted a reduction of €100.00 on the last installment (see second part of the Regulations).
Pursuant to Article 40 of Presidential Decree 445/2000, as amended by Article 15 of Law no. 183 of November 12, 2011, from January 1, 2012, public administrations and providers of public services can no longer request or accept certificates produced by other public offices from private individuals. Information relating to personal status, personal qualities, and facts must be provided in the form of a self-certification declaration (Art. 46 D.P.R. 445/2000) or a statutory declaration (Art. 47 D.P.R. 445/2000).
The failure by public administration bodies and public service providers to accept such declarations constitutes a violation of official duties.
On the "forms" page of this website, it is possible to download forms for the self-certification declaration, the statutory declaration, and the self-certification of previous university career.
Every student, by accessing Esse3web, will be able to download the self-certification of the exams passed.
Certificates
Certificates remain valid and usable in dealings between private individuals and/or for use abroad.
Documents and certificates listed below are subject to a €16.00 revenue stamp tax: degree application, degree diploma, duplicate diplomas, certificate of enrollment in university courses, certificate of academic career, degree certificate, redemption certificate, application for matriculation and enrollment, application for recognition of student status, application for transfer to other universities, application for withdrawal from studies, application for admission and enrollment in advanced courses (Art. 6, Law No. 341/1990), application for enrollment in master’s courses, certified copies issued by the University.
Certificates may be issued on plain (non-stamped) paper only in cases expressly provided for by current regulations (D.P.R. 642 of 26/10/1972 and subsequent provisions). In this case, students must make an explicit request stating the intended use of the certificate.
The request for certificates must be made directly by the interested party; in case of their unavailability or impediment, a third party may be delegated to collect the certificate, who must present themselves at the degree course office with a simple written proxy and a valid identity document. The certificate may also be sent to the address indicated in writing by the applicant. The University assumes no responsibility for any postal issues.
The Diploma Supplement (DS) is an additional document to the official degree obtained, developed by the European Commission, the Council of Europe, and UNESCO/CEPES in order to provide transparent and internationally comparable information on qualifications (diplomas, degrees, certificates, etc.), allowing for fair academic and professional recognition.
The issuance of the Diploma Supplement, drafted in Italian and English and free of charge for students, is provided only for graduates of bachelor's and specialized degree programs pursuant to Ministerial Decree 509/99 and for graduates of bachelor's and master's degree programs pursuant to Ministerial Decree 270/04.
According to Art. 2 of Law 148/2002, "The responsibility for recognizing study cycles and periods completed abroad and foreign qualifications, for the purposes of access to higher education, continuation of university studies, and the awarding of Italian university degrees, lies with the Universities and University-level Institutes, which exercise this authority within the framework of their own autonomy and in accordance with their respective regulations, without prejudice to any bilateral agreements on the matter."

Class L-20 (Communication Sciences)

The course, established pursuant to Ministerial Decree 270/2004, lasts three years and is structured into two tracks: International (ComIP-I) and Advertising (ComIP-P).
Admission
(MD 270/04, art. 6, paragraph 1)
To be admitted to the course, students must:
- hold a secondary school diploma or another educational qualification obtained abroad, recognized as suitable for access to university education
- have an adequate initial preparation
This requirement will be verified, at the student’s choice, in person through a non-selective interview to assess personal preparation, or through the CISIA TOLC-SU test
Students who meet the first requirement can complete enrollment in the degree program before the assessment of individual preparation.
For international non-EU students residing abroad who require a visa, knowledge of Italian at level B2/CEFR or higher is required. The level will be assessed directly by the University based on methods and techniques established by the institution itself.
Students found lacking in their knowledge of Italian will be required to access the language tutoring service.
Assessment of personal preparation
The assessment of personal preparation is mandatory for all students, both Italian and international.
How to register for the assessment:

Register for the interview sessions scheduled by the University by completing the specific online booking form.
Remotely
Register for the TOLC-SU CISIA test at any of the universities that are members of the CISIA Consortium, following the instructions available on the CISIA website.
Where, when, and how the assessment takes place
In person

September 26, 2025 - December 12, 2025 - February 27, 2026, at 10:00 AM.
Interview on general knowledge topics and assessment of text comprehension abilities related to humanistic-social sciences topics, including in English.
For the purpose of gathering useful information for the formation of language classes, students may be asked to take an English placement test.
Remotely
TOLC-SU test in @HOME mode, i.e., at the student’s own home, on a date and time chosen by the student at the moment of registration. The test consists of four parts: text comprehension, knowledge and skills acquired during studies, logical reasoning, English.
Assessment results
In person
Communicated to students at the end of the interview.
Remotely
The score obtained on the TOLC-SU test will be displayed on the screen immediately after the test finishes. Validation of the results will be available in the reserved CISIA test area 48 hours after the test (from 7:00 PM), in the “Test Results” section.
The minimum passing score is 18/30 in the first section (“Text Comprehension”) and 10/20 total in the second and third sections (“Knowledge and skills acquired during studies” and “Logical reasoning”). The result from the English section will be considered solely for language class placement purposes.
Remedial measures
If the assessment test reveals educational gaps that could hinder successful participation in the degree program, the academic tutor will indicate appropriate supplementary educational activities to the student.
The remedial requirement is considered fulfilled if, by the end of the first year, the student has earned at least 24 ECTS credits, by passing:
- the exams in Contemporary History and Professional English
- one elective exam from the first-year courses
Students who have not fulfilled the remedial requirement by the September exam session will not be allowed to take second-year exams.
Enrollment
Enrollment is carried out online, in accordance with the procedures specified in this Guide.
The enrollment form, which can be printed at the end of the online enrollment procedure, must be submitted to the University’s degree course office, together with the documents specified in this Guide, by October 31, 2025.
Enrollment will be finalized only after the degree course office has received the required documentation and verified its compliance.

- hold a secondary school diploma or another qualification obtained abroad, recognized as suitable for access to higher education;
- have an adequate initial preparation.
This requirement will be verified, at the student's choice, either in person, through a non-selective interview to assess personal preparation, or remotely, through the TOLC-SU CISIA test.
Students who meet the first requirement can formalize their enrollment in the degree program before the assessment of individual preparation.
For international non-EU students residing abroad and applying for a visa, knowledge of the Italian language at level B2/CEFR or higher is required. The level will be directly assessed by the University using procedures and techniques it determines.
Students found to have gaps in Italian language knowledge will be required to access the language tutoring service.

If the assessment reveals educational gaps that could hinder successful progress in the degree program, the student is required to undertake remedial activities under the guidance of a Lecturer appointed by the Examining Committee at the end of the interview. Fulfillment of the remedial requirement will be verified and certified by a specific Committee.

Enrollment is carried out online, according to the procedures specified in this document.
The enrollment form, which can be printed at the end of the online enrollment procedure, must be sent to the University’s degree program office, together with the documents specified in this document, by October 31, 2025.
Enrollment will be completed only after the degree program office has received the required documentation and verified its validity.

The Bachelor's degree program in Italian Language and Culture in the Digital World includes the following educational activities, for a total of 180 ECTS (European Credit Transfer and Accumulation System credits): study plan.

Bachelor’s degree course established pursuant to Ministerial Decree 270/2004. At the time of enrollment, students must indicate the class in which they intend to obtain the degree (L-15 or L/GASTR). Students may change their choice, provided it becomes final upon enrollment in the third year.

To be admitted to the course, students must:
- hold a secondary school diploma or other qualification obtained abroad, recognized as suitable for university education access;
- have an adequate initial preparation. This requirement may be met, at the student’s choice, either in person through a non-selective interview to verify personal preparation, or remotely by taking the TOLC-SU CISIA test in TOLC@HOME mode.
Students who possess the first requirement may regularize their enrollment before the individual preparation assessment.

If the assessment shows educational gaps that may hinder successful attendance of the degree course, the Course Council will suggest study materials and suitable supplementary educational activities (tutoring, preparatory lessons, guided text study, exercises, etc.).
The remedial requirement will be considered fulfilled if, by the end of the first year, the student obtains at least 24 ECTS credits by passing:
- the Professional Languages of Made in Italy exam, which is mandatory.

Enrollment
Enrollment is online, according to the procedures specified in this notice.
The enrollment form, which can be printed at the end of the online enrollment process, must be sent to the University’s degree program office, along with the documents specified in this notice, by 31 October 2025.
Enrollment will be finalized only after the degree program office has received the required documentation and verified its regularity.
Study plan
The master’s degree course in Italian for Teaching to Foreigners includes the following educational activities, totalling 120 ECTS credits (European Credit Transfer and Accumulation System): study plan.
Part 2 - student contribution for enrollment and registration to bachelor's/master's degree courses
The amounts to be paid for enrollment in bachelor’s and master’s degree courses at the University are:
- stamp duty (if due)
- regional tax for the right to university study (art. 3, c. 20,21,22,23 Law 28/12/1995 no. 549)
- Annual Comprehensive Contribution (COA)
The regional tax for the right to study and the stamp duty, if due, are paid as a fixed amount with the deadline of the first enrollment/registration installment.
The payment of the first installment is non-refundable as it represents the student’s explicit intention to enroll.
Students enrolled in undergraduate and master's degree programs contribute to covering the costs of teaching, scientific, and administrative services through an annual CO to be paid to the University.
The COA includes amounts related to:
- insurance
- teaching, scientific, and administrative service costs
Amounts excluded from the COA are those related to:
- course changes
- outgoing transfers
- thesis application, issuance and shipping of diploma
- postponement of thesis to subsequent years
- career rejoining or resumption
- late payment fees
- duplicate diploma

**Students who have interrupted their studies for one or more academic years and intend to recover them through resumption are required to pay, in a single installment, a fee of €400.00 for each year of interruption. The following are to be added to this amount:
- any remaining unpaid amounts from previous academic years
- related late fees accrued
- enrollment fee for the academic year of resumption or rejoining (2025-2026). It is not possible to resume careers in programs that are no longer active, except for students who only owe the final exam (see art. 5)

For the purposes of placement into a particular contribution category based on the “University” ISEE (ISEEU), students who are renewing their enrollment must enter, for each academic year (generally from August 1st to October 31st), in their own reserved university web area the protocol number of the “University” ISEE or alternatively the protocol number of the Single Substitute Declaration.
Students enrolling for the first time can complete this procedure during the application for enrollment.
The University, once it has received the appropriate authorization from the students, will automatically retrieve from the INPS information system the ISEEU resulting from the latest declaration submitted.
After February 28th, late submissions of the ISEEU will not be accepted under any circumstances and students will be automatically placed in the highest contribution bracket, except for late enrollments, for which submission of a valid ISEEU certificate is allowed simultaneously with the enrollment renewal.
Upon request, at the time of enrollment or renewal of enrollment, and after the University has verified the relevant documentation submitted, full exemptions are granted to:
- international students who are recipients of scholarships from the Italian Ministry of Foreign Affairs within cooperation and development programs and cultural and scientific intergovernmental agreements (MAECI scholarship holders)
- students with a disability equal to or greater than 66%
- students holding certification pursuant to Law 104/92, regardless of their economic or merit status
- parents for each child born in the calendar year of enrollment (Parents)
- students eligible for A.Di.S.U. (Agenzia per il Diritto allo Studio Universitario dell’Umbria - Eligible/ADISU scholarship holders)
- students enrolling in a bachelor’s degree program who obtained their high school diploma in Italy with the highest possible grade (exemption applies only to the first year of enrollment, excluding the regional fee and stamp duty, and only for those entering the national university IT system database for the first time)
- children of INPS disability pension recipients (children of INPS disability pension holders) under art. 30 of law 118/1971
- students who are asylum seekers or political refugees (Asylum seekers)

The exemptions or partial reductions of the COA listed in this article cannot be combined with each other, nor with the total exemptions referred to in Article 4 and the partial exemptions referred to in Articles 6 and 7 of this Manifesto.
Enrolment under agreement
For students who are part of agreements signed by the University with public and/or private bodies, as well as the children of entitled persons and employees of Public Administrations, the enrolment fee for the academic year 2025-2026 is set at €400.00 (university contribution €260.00 and regional tax €140.00) plus a virtual stamp duty of €16.00 (only for first enrolment), payable as indicated in Table C.

University employees or exemption for University staff
For technical-administrative and library staff (employees and their children) of the University for Foreigners of Perugia, pursuant to DR 205 of 18/07/2011, the enrolment fee for the academic year 2025-2026 is set at €400.00 (university contribution €260.00 and regional tax €140.00) plus a virtual stamp duty of €16.00 only for first enrolment, payable as indicated in Table D.
Employee requirements to access the benefit are:
- being a permanent employee at the University for Foreigners of Perugia
- not holding a degree at the same or higher level than the course in which the applicant intends to enrol
- not receiving scholarships and/or grants from any source
Eligibility requirements for employees' children to access the benefit are:
- being the child of a permanent employee at the University for Foreigners of Perugia
- not holding a degree at the same or higher level than the course in which the applicant intends to enrol
- not receiving scholarships and/or grants from any source
- not being the child of an employee who has also applied for a student fee benefit for their own enrolment in a degree/master’s course in the same academic year
If, by the deadline of the first instalment, enrolment requests exceed 15% (20% in the case of children) of the technical-administrative and library staff employed as of 31 December 2024, the University reserves the right to compile an admission ranking based on the employee's ISEEU, giving priority to the lowest ISEEU; in cases of equal ISEEU, priority will be given to the employee with greater seniority of service.

Enrolment for thesis only for students who, having passed all required exams, owe only the final degree exam
In the case of completion of studies for thesis discussion, the amount to be paid for the academic year 2025-2026 is as follows:
- up to 2 years to be regularized, €400.00 for each year
- 3 years or more to be regularized: €1,200.00
In both cases, payment must be made in a single instalment within the academic year in which the request for regularization is made, along with payment of the first instalment for the new academic year (see tables E and F) and the amounts due for the second, third, fourth, and fifth instalments, as set out in the same tables E and F, and the amount relating to the thesis application and issuance of the parchment.
In the case of renewal of enrolment, without the need for completion of studies, the amount to be paid is as follows:
- for all degree/master’s degree courses (except for the deactivated TRIN master’s course) €506.00 (university contribution €366.00 and regional tax €140.00), payable as indicated in table E.

The ISEEU (Equivalent Economic Situation Indicator for University) is used in Italy to assess the economic situation of families, taking into account income, assets (movable and immovable), and the characteristics of the family unit (size and type).
This status is valid only for the academic year of reference for enrollment/registration and renewal of registration for years beyond the first.
According to Legislative Decree 68/2012, Art. 10, and INPS Circular 73/2015, the University will directly verify with INPS the existence of the ISEEU. The absence of data verifiable by INPS will result in placement in the highest contribution bracket.
Students are required to submit the ISEEU to INPS.
The University does not offer any assistance in calculating the ISEEU and recommends contacting the appropriate entities or associations (CAF, accountant, etc.).
Based on the value of the ISEEU, the contribution bracket for students (regular or out-of-course) is determined, as indicated in the following tables G, H, and I. For information regarding the TRIN master's degree program, refer to table L.
The 2017 Budget Law (Law 232/2016 and subsequent amendments, including DM 1014 of 03/08/2021) introduced the "No Tax Area" (for university students in their regular years and those one year out-of-course with a University ISEE up to €22,000.00) and the "Low Tax Area" (for university students in their regular years and those one year out-of-course with a University ISEE between €22,000.01 and €30,000.00).
In the first case (No Tax Area) students enrolled in degree courses who jointly meet the following requirements are exempt from paying the COA and are only required to pay the first installment for enrollment/registration:
- have submitted a "University" ISEE certification equal to or less than €22,000.00
- be enrolled in the University for a number of academic years equal to or less than the normal duration of the type of degree program attended, plus one
- in the case of enrollment in the second academic year, have obtained at least 10 university credits by August 10 of the first year
- in the case of enrollment in years beyond the second, have obtained at least 25 credits in the twelve months preceding August 10 before the relevant enrollment
For first-year enrollment, the only requirements to be met are those in points a) and b).
In the second case (Low Tax Area), students enrolled in degree programs who have submitted a "University" ISEE certification between €22,000.01 and €30,000.00 and meet both requirements in points b) and c), are required to pay a COA graduated according to table G.
For first-year enrollment, the only requirement is to have submitted a "University" ISEE certification between €22,000.01 and €30,000.00.

For all Bachelor's/Master's degree courses, the following are excluded from the partial exemption for income or economic condition:
- the amounts referred to in Art. 2 of this document;
- students who benefit from total exemptions referred to in Art. 4 of this document;
- students who benefit from partial exemptions referred to in Art. 5 of this document;
- students who do not authorize the University to directly acquire the ISEEU from INPS.
The exemptions or partial reductions of the COA listed in this article from point a) to point d) are not cumulative with each other or with other total and partial exemptions in this document.
Any cases of exemption not covered by this article or changes to them will be assessed and defined by the University.
a) Students with a sibling or parent already enrolled in the University's Bachelor/Master's degree courses
Applicable only for the first year of enrollment in the course of the last family member enrolled, and applies to both family members. Eligible students must be part of the same household. A 20% discount is applied to the COA amount according to their contribution bracket.
b) Working students or non-contracted workers
For students not included in agreements and who can prove they carry out work activities in Italy, a partial exemption of €100.00 is granted on the fifth installment. If the fifth installment is less than this amount, the available amount will be deducted and there will be no reimbursement of any surplus.
c) Meritorious students already enrolled for more than one year
For students enrolled in years after the first, the assessment of merit is based on the following parameters: the average grade achieved and the number of credits earned from enrollment up to October 31, 2025.
Eligibility tests, those not graded out of thirty, and validated or waived exams are excluded from the calculation.
Merit Assessment
Students benefit from this reduction if, with an average of 27/30 or above, they have earned all the required credits (CFU) outlined in the official study plan between enrollment and October 31, 2025.
Additional cases
The partial merit exemption does not apply to:
- students who have transferred from another university, and students who have switched courses or changed specialization/curriculum;
- students who are out of course;
- students wishing to rejoin their academic career;
- the partial merit exemption is €100.00 on the last tuition installment. If the fifth installment is less than this amount, the available amount will be deducted and there will be no reimbursement of any surplus.
d) Partial exemption for transition from Bachelor's to Master's degree
For students who graduate with a Bachelor's degree with a score of at least 110/110, a 20% reduction is applied to the tuition amount for their contribution bracket, but only for the first year of enrollment in the Master's degree course.
TYPES OF PARTIAL EXEMPTIONS Documentation

International students and Italian students residing abroad may obtain partial exemptions from the all-inclusive contribution (COA) provided that the relevant ISEEU is available and documented at INPS. If the student does not authorize the University to directly acquire the ISEEU from INPS, and in the absence of ISEEU at INPS, the following applies for this category of students:
If it is not possible to determine the relevant contribution bracket and the corresponding amounts to be paid, the University may, in specific and entirely exceptional cases, use a simulated calculation of the ISEEU, which can be checked via a link with the INPS website www.inps.it or with similar simulation systems provided by other reputable Associations or Bodies. For this purpose, the student must submit the documentation specified below, which will be considered valid for a number of years equivalent to the legal duration of the study program.
Documentation
The documentation required to obtain partial COA exemptions must be issued by the competent authorities of the country where the income was generated, translated into Italian, and legalized. This documentation must be submitted to the Registrar's Office by February 28, 2026.
If the student arrives in Italy with only documents in the original language and not translated or legalized by the Italian diplomatic authority in their home country, they must:
- certify and translate the income documents at their Embassy or Consulate General in Italy
- legalize the documents at a Prefecture
For those countries where it is particularly difficult to obtain such documentation, it may be requested from the foreign diplomatic offices in Italy and then legalized by the relevant Italian Prefecture.
For students coming from countries without Italian diplomatic representation and where it is difficult to obtain documentation, any documentation already in the student’s possession will be accepted if compliant with current regulations, or documentation issued by UN International Agencies or recognized NGOs.
Specifically, documentation must be provided certifying: - the composition of the family unit
- the income received abroad by all members of the family unit
- the area, expressed in square meters, and real estate value of properties for residential use owned abroad by members of the family unit. If the family lives in rented accommodation, proof of the annual rent specified in the lease agreement must be provided
- the amount of movable assets (savings, bank accounts) belonging to the student’s family unit.

In accordance with Art. 13 of DPCM 9/04/2001, for foreign students from particularly poor countries, also considering the presence of a low human development index, as listed annually by Decree of the MUR in agreement with the MAECI, economic status is assessed based on certification from the Italian representation in the country of origin, confirming that the student does not belong to a high-income or high-status family. Certification may also be issued by Italian entities authorized to provide economic coverage guarantees or, exceptionally, by the diplomatic representations in Italy of the student’s home country. These students are automatically assigned to the first contribution bracket, but are still required to pay the Regional Fee, Stamp Duty, and adjustment of the COA based on merit.
For the academic year 2025-2026, pursuant to Ministerial Decree No. 166 of March 3, 2025, the following countries are considered particularly poor and developing:
Afghanistan, Angola, Bangladesh, Benin, Burkina Faso, Burundi, Cambodia, Central African Republic, Chad, Comoros, Democratic People's Republic of Korea, Democratic Republic of the Congo, Djibouti, Eritrea, Ethiopia, Gambia, Guinea, Guinea-Bissau, Haiti, Kiribati, Lao People's Democratic Republic, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Myanmar, Nepal, Niger, Rwanda, Sao Tome and Principe, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan, Sudan, Syrian Arab Republic, Tanzania, Timor-Leste, Togo, Tuvalu, Uganda, Yemen, Zambia.
For foreign students from countries not included in the list, the criteria set forth in the previous paragraph apply.
- Students recognized as political refugees in Italy must attach the certification issued by the Italian Ministry of the Interior. Stateless students must attach a copy of the official documentation issued by the competent Italian Civil Court. These students are automatically assigned to the first contribution bracket, but are still required to pay the Regional Fee, Stamp Duty, and adjustment of the COA based on merit.
The total amount to be paid for the enrollment/registration in the Bachelor’s/Master’s degree courses at the University must be paid in five installments by the following deadlines within the academic year:
- First installment due: October 31, 2025
- Second installment due: November 28, 2025
- Third installment due: January 30, 2026
- Fourth installment due: April 30, 2026
- Fifth installment due: May 29, 2026
Failure to meet these deadlines will result, for each of them, in the payment of a late fee of:
- €80.00 for payments made within 30 days after the scheduled due date
- €100.00 for payments made after the 31st day following the scheduled due date
The late fee will be generated by the procedure in Esse3 after payment of the fee has been made after the deadline and must be paid to the University through the PagoPA system.
No late fees are applied for enrollment in single courses or individual subjects.
The University for Foreigners of Perugia offers the opportunity to enroll in individual courses taught in the Bachelor's and Master's Degree Programs organized by the University.
Participation in individual courses, subject to possession of the required qualifications for University admission, is structured as follows:
- Single courses for professional development and curricula
Enrollment of students and individuals interested in attending individual courses to supplement their professional and curricular skills. For the academic year 2025-2026, the fee is set at €250.00. For enrollment in multiple courses, this amount must be multiplied by the number of selected courses. Exams, up to a maximum number of 6, must be taken by the February 2027 session. - Single courses for obtaining ECTS credits for enrollment in a Master's Degree Program at the University for Foreigners of Perugia
For the academic year 2025-2026, the fee is:
- €250.00 to be paid in a single installment for enrollment in up to a maximum of 3 courses, regardless of the number of ECTS credits for each course
- €500.00 to be paid in a single installment for enrollment in at least 4 and up to a maximum of 6 courses, regardless of the number of ECTS credits for each course
- Single courses for MAECI scholarship holders
Enrollment of students who are beneficiaries of scholarships from the Italian Ministry of Foreign Affairs.
For the academic year 2025-2026, the fee is:
- €250.00 to be paid in a single installment for enrollment in up to a maximum of 3 courses, regardless of the number of ECTS credits for each course
- €500.00 to be paid in a single installment for enrollment in at least 4 and up to a maximum of 6 courses, regardless of the number of ECTS credits for each course.
- Single courses for University staff members
Enrollment of technical-administrative and library staff (employee, spouse, and children of the employee) as defined in art. 5 of this document.
For the academic year 2025-2026, the fee is €50.00 for each individual course, regardless of the purpose of enrollment. Exams must be taken by the February 2027 session.
- Exams taken abroad by students residing abroad, with University lecturers as part of the University’s agreements with foreign institutions
For the academic year 2025-2026, students will not have to pay any fee. Exams must be taken by the February 2027 session.
- Exams taken in Italy by students residing in Italy, with University lecturers as part of the University’s agreements with Italian educational institutions
For the academic year 2025-2026, students will not have to pay any fee. Exams must be taken by the February 2027 session.
- Single courses for students seeking asylum and/or political refugees
These students may enroll in individual courses offered by the University up to a maximum of 6, to be completed by the last valid session of the academic year. The individual courses thus obtained may be recognized for subsequent academic paths within the University’s degree programs. Knowledge of the Italian language at B2/CEFR level is required for enrollment. For the academic year 2025-2026, students will not have to pay any fee.
- All university contribution amounts listed in this document must be paid exclusively through the PagoPA system.
- The University for Foreigners of Perugia reserves the right to make adjustments to the amount and methods of calculation of the regional tax for the right to university study in the event of regulations issued by the Umbria Region pursuant to Art. 18, paragraph 8, of Legislative Decree 29/03/2012 no. 68.
- Students who intend to graduate by the final approved graduation session of the 2024/2025 academic year (April 2026) do not have to pay fees for the 2025-2026 academic year. If a student does not graduate by the April 2026 session, they must renew their enrollment for the 2025-2026 academic year and pay the related fees and late charges; in this case, they will only be able to defend their thesis starting from the July 2026 session.
- Withdrawal from studies exempts the student from paying any outstanding fees and does not entitle them to a refund of fees already paid, even if the withdrawal is made before the end of the academic year.
- Regarding the reimbursement of undue amounts, the following applies:
- fees paid for enrolment and registration for subsequent years are non-refundable as they represent the explicit intention of the student to continue the chosen course of study
- for students conditionally enrolled in a Master’s degree program for the 2025-2026 academic year awaiting the award of a first-level degree by the February 2026 thesis session, the amount paid may be considered for renewing enrollment or for subsequent registration if they do not graduate by the aforementioned session
- amounts overpaid or not owed by students, upon their explicit request, may be considered as advance payments for the following academic year
- for any potential reimbursement of the regional tax for the right to university study, eligible students must contact A.Di.S.U. (Agenzia per il Diritto allo Studio Universitario per l’Umbria).
- The University reserves the right to use all available tools to collect debts owed by students.
- The required data will be processed for the University’s institutional purposes as described in the Privacy and Personal Data Protection notice and, if the student consents, for purposes relating to possible employment opportunities.
- The amounts to be paid by enrolled students, as indicated in the previous articles, do not include any possible bank fees, which are the responsibility of the student.
- The University reserves the right to amend this document and the amounts stated herein according to decisions by university bodies and changes in applicable laws. Any cases not covered in this document or subsequent changes will be assessed and determined by the University.
