Exemptions from university tuition fees

By income and by merit

To obtain a reduction in university fees, the university must acquire the ISEEU value from INPS, calculated according to the procedures established by current Italian regulations.

Failure to authorize the university to acquire the ISEEU related to the student’s household, as well as the absence of verifiable ISEEU data at INPS, will result in inclusion in the highest contribution bracket. The lack of authorization must be formalized and sent to the university’s degree program office.

The ISEEU (Equivalent Economic Situation Indicator for Universities) is a tool that allows the measurement of families' economic condition in Italy. It takes into account income, assets (both movable and immovable), and the characteristics of the household (size and type). The university does not offer any assistance in calculating the ISEEU.

Acquisition of the ISEEU by INPS is necessary to obtain a reduction in university fees if, following later checks, the condition of "full exemption" no longer applies to the student. Failure to authorize the acquisition results in placement in the highest contribution bracket.

The declared income situation is valid only for the academic year of reference for enrollment/registration and renewal of enrollment for years following the first in the degree/master’s program.

Except for cases where the ISEEU value is not required to determine the contribution owed, pursuant to Legislative Decree 68/2012 art. 10 and INPS Circular 73/2015, the university will verify directly with INPS the existence of a recent DSU and, as a result, of the corresponding ISEEU. Lack of detectable data at INPS will result in placement in the highest contribution bracket.

The economic condition bracket—and thus the contribution bracket—is determined based on the value of the ISEEU, and also considers the student’s status (enrolled within the normal period / beyond normal period).

For students enrolled in the academic year 2025-2026, no merit-based exemptions are provided.

For students enrolled in subsequent years of the course, the calculation of merit is based on two criteria: the average grade achieved and the number of credits earned.

The average grade is the mean of the grades from all exams that each regularly enrolled student has taken from enrollment/registration in the first year of the course up to October 31, 2025.

The number of credits earned refers to all the educational credits required by the official study plan from enrollment/registration in the first year of the course up to October 31, 2025.

The calculation of the grade average and the number of credits earned excludes qualifying exams, those not graded on a scale of thirty, and exams that have been validated or waived.

Merit assessment

The partial merit reduction (Euro 100.00) is applicable to the amount of the fifth contribution installment, provided that this amount is equal to or greater than the reduction itself. If the fifth installment is less than the reduction, only the available amount will be deducted and no reimbursement will be provided for any excess.

This reduction is granted to students who, with an average of 27/30 or higher, have obtained all the educational credits related to compulsory courses, including electives, as required by the official study plan, from enrollment/registration in the first year of the course up to October 31, 2025.

Students who carry out documented work activities in Italy are granted, after verification by the University, a reduction of €100.00 from the total contribution due. This reduction applies to the amount of the third installment of university fees and contributions, provided that this amount is equal to or greater than the reduction itself. If the third installment is less than this amount, the available amount will be deducted and no type of refund will be given for any excess.

The request for a partial exemption for work must be submitted by October 31, 2025 and the work activity must be properly documented. A late application is allowed only if submitted at the same time as late enrollment and, in any case, only for serious and justified reasons.

Partial exemptions for students with family members enrolled at the University

Students who have a brother/sister or a parent already enrolled or registered in courses at the University, who belong to the same family unit and have the same official residence, are granted a 20% reduction on the tuition fee amount required by their assigned contribution bracket.

Partial exemptions for transition from bachelor's to master's degree

For students who obtain a bachelor’s degree or equivalent required for master’s admission from any Italian university with a grade of at least 110/110, a 20% reduction is provided, for the first year of enrollment only, on the CO amount required by their contribution bracket.

Partial exemptions from university tuition for those enrolled under agreements, University employees, students registered with thesis only remaining

For further information regarding partial exemptions and payment procedures for the amounts due, see the Academic Regulations, second part, art. 4.

Upon request, and after evaluation by the University, exemptions from the payment of the registration fee and university contributions for enrollment in bachelor's/master's degree courses may be granted to:

  1. foreign students who are recipients of MAECI scholarships (upon submission of documentation proving the award of the scholarship)
  2. students with a disability of 66% or higher, subject to submission of a specific self-certification at the time of enrollment, in which the interested parties declare their degree of disability
  3. parents for the year of birth of each child, upon self-certification
  4. students who meet the eligibility requirements for the awarding of A.Di.S.U. scholarships (Agency for the Right to University Study of Umbria)

Students mentioned in points 1), 2), 3), and 4) who are granted the exemption are required to pay the amount of €140.00 for the Regional Tax for the Right to University Study and a virtual stamp duty of €16.00, and to send the required documentation to the Degree Courses and Teaching Secretariat service.

Regarding the reimbursement of amounts not due, please note that:

  1. Payments made for enrolment or registration in the first year of a course and for registration in years subsequent to the first, even if paid in instalments, are not refundable since the payment of the first instalment of fees demonstrates the student’s intention to continue the chosen course of study. Therefore, the first instalment and any subsequent instalments already paid are non-refundable.
  2. Students who enroll conditionally in a master’s degree course for the academic year 2025-2026, while awaiting to obtain their first-level degree by the February 2026 thesis session, are not entitled to a refund of any sums paid in the meantime if they do not graduate within the aforementioned session. For those enrolled at the University for Foreigners of Perugia, the sum paid may be considered for the renewal of enrolment in the bachelor's degree course.
  3. In the case of part-time enrolment, students are not entitled to a refund of sums already paid if they have not earned all the credits (CFU) they declared they intended to obtain over one or more years.
  4. If students have made overpayments or payments not due, these amounts, upon explicit request of the interested parties, may be considered as advances for amounts due for the following year only.
  5. For any reimbursement of the regional university tuition fee, students who qualify for exemption from said fee according to current regulations should contact A.Di.S.U. (Agency for the Right to University Studies for Umbria).
